@jonny1205 of course the bailout wasnt discussed there. But what I am saying is that they were scaring the Congress, preparing them to accept the bailout when they were asked for it.

The congressional district lines were re-established during the Clinton administration to protect the incumbent. Now it is a matter of re-election not election. Also check out the matter of numerical representation in the House of Representatives, law set in stone the levels. To what end I don't know, check it out.

They re-established the district lines during the Clinton (?) administration to protect the incumbent. So it isn't about election its an issue of re-election, which is much easier.
